信用創造と名目GDPの関係

先日「今更ながら「信用創造のナゾ」 - シェイブテイル日記 今更ながら「信用創造のナゾ」 - シェイブテイル日記」という記事を書きました。

日本語版と英語版の信用創造の説明が違うという書き方をしたので、却って混乱を招いたかもしれません。

そこで英国の中央銀行 Bank of England による信用創造の説明 Money creation in the modern economy (とその拙訳)をみてみましょう。*1

This article explains how the majority of money in the modern economy is created by commercial banks making loans.
・Money creation in practice differs from some popular misconceptions −banks do not act simply as intermediaries, lending out deposits that savers place with them, and nor do they ‘multiply up’ central bank money to create new loans and deposits.
・The amount of money created in the economy ultimately depends on the monetary policy of the central bank. In normal times, this is carried out by setting interest rates. The central bank can also affect the amount of money directly through purchasing assets or ‘quantitative easing’.

・この記事は現代経済で、お金の大半がどのように商業銀行での貸出によって創造されるのかを説明します。
・貨幣創造は実際には一般に流布されているものとは違います。−銀行は単に仲介者として働いているわけではありません。つまり、銀行は預金者が銀行に預けている預金を貸し出しているのでも、銀行が中央銀行のお金を「乗数倍」して新しい貸出と預金を創造しているわけでもありません。
・ある経済の中でどれだけのお金が創造されるかは、究極的には中央銀行の金融政策によります。 通常時には金融政策は金利を通じて行われます。 中央銀行はまた「量的緩和」で資産を購入することでお金の量に直接働きかけることもできます。

Commercial banks create money, in the form of bank deposits, by making new loans. When a bank makes a loan, for example to someone taking out a mortgage to buy a house, it does not typically do so by giving them thousands of pounds worth of banknotes. Instead, it credits their bank account with a bank deposit of the size of the mortgage. At that moment, new money is created. For this reason, some economists have referred to bank deposits as ‘fountain pen money’, created at the stroke of bankers’ pens when they approve loans.
商業銀行は、銀行貸出を通じて銀行預金の形でお金を創造します。 銀行が、例えばある人が家を取得するため住宅ローンを設定する場合、通常は創造するお金を多量の紙幣で渡すわけではありません。 その代わりに、銀行は住宅ローンの金額を銀行口座に入金します。
この時に新しいお金は創造されます。 このため、あるエコノミストたちは「万年筆マネー」つまり、銀行がローンを承認した時に銀行家のペンの一筆で創造されるお金とよんでいます。

This process is illustrated in Figure 1, which shows how new lending affects the balance sheets of different sectors of the economy (similar balance sheet diagrams are introduced in ‘Money in the modern economy: an introduction’). As shown in the third row of Figure 1, the new deposits increase the assets of the consumer (here taken to represent households and companies) — the extra red bars — and the new loan increases their liabilities — the extra white bars. New broad money has been created. Similarly, both sides of the commercial banking sector’s balance sheet increase as new money and loans are created.
この過程をfig1に示しています。 ここでは新しい貸出が、どのように異なる経済部門のバランスシートに影響するかを示しています。
fig1の3段目に示したように、新しい預金が消費者(ここでは家計や企業の例として)の資産で増加し(追加の赤い棒)、負債側では新しいローンが増加します(追加の白い棒)。 新しいお金が創られました。 
同様に、商業銀行部門のバランスシートの両側でも、新しいお金とローンが創られます。

‘fountain pen money’という表現は、トービン*2が最初に使ったとも、フリードマンが最初だともいわれていますが、現代では、銀行は新たな融資先にローンを組むと同時にその融資先の自行口座に、PC操作ひとつで新たなお金を生み出して預金とするわけですね。

ということは、新たな信用創造に、銀行保有のマネタリーベースって直接には関係していないんですね。

マネタリーベースが増えるとなにがしかのマネーサプライが比例して増え、マネーサプライが増えるとなにがしかの名目GDPが増えそうな気もしますが、実際は1981年から2014年の期間でマネタリーベース増加率と名目GDP増加率をプロットすると、全く何の相関もありません。(Fig2)

1982年-2014年の間で、MB増加率と名目GDP増加率の決定係数=0.003

インフレ期にはそれほどMBは増えずとも単に貸出が増えればお金が創造されて実体経済に回って名目GDPが増えますが、*3 現在のデフレ期ではMBを前年比5割増やしても、名目GDPは殆ど増えない *4というのは、上のイングランド銀行信用創造の説明をみれば、特に違和感のあることではありませんね。
